eIDAS 2.0 (Regulation (EU) 2024/1183) is the comprehensive overhaul of the European Union's framework for electronic identification, authentication, and trust services. Published in the Official Journal of the EU on 30 April 2024 and entering into force on 20 May 2024, it amends the original eIDAS Regulation (EU) No 910/2014.
The regulation introduces a paradigm shift in digital identity across Europe by mandating that every EU Member State offer at least one European Digital Identity Wallet (EUDIW) to its citizens and residents. Unlike its predecessor, which relied on voluntary mutual recognition of national eID schemes, eIDAS 2.0 creates an obligation for both public and private sector entities to accept the wallet under defined conditions.
The regulation also expands the catalogue of qualified trust services to include electronic attestation of attributes, electronic ledgers, and electronic archiving. It establishes stricter requirements for Qualified Trust Service Providers (QTSPs) and introduces the concept of Person Identification Data (PID) as the foundational identity dataset within the wallet. The Architecture Reference Framework (ARF) provides the technical specifications that guide wallet implementation.
Member States have until 2026-2027 to implement the regulation fully, including deploying certified wallets and updating their national eID schemes. eIDAS 2.0 is expected to transform sectors such as banking, healthcare, education, and travel by enabling secure, privacy-preserving, cross-border digital identity verification.
